PAST PERFECT
1.   Government broke the rules about market price that they had made.
2.   When the value of rupiah dropped, China had received benefits.
3.   Sri Mulyani had not finished her work as finance minister before she called by USA.

PAST CONTINUOUS
1.   Last night at 12.00 a.m., president was telling a new price for fuel.
2.   Indonesia was celebrating a new president when inflation suddenly grew up.
3.   Indosat was growing rapidly when Megawati decided to sell it.
